Which out of two CPU heatsinks?

So I'm just looking for a really cheap CPU cooler to replace my stock Intel Cooler. I'm looking $20 max. I've found these two coolers:

The Kingwin seems like it will cool better, especially since I run my computer upright, but the Cooler Master seems like it's higher quality. Which one would you get? Please don't reply saying "Neither, buy this one:" and list a $35 cooler. I really only want to spend $20.
 
I'd take the coolermaster because I've seen what damage anything with kingfail written on it does to computers... some poor sod with a kingwin psu had it literally blow up and spark on him. took out most of his computer too.

Thanks for the advice. I was beginning to lean towards the CM one anyway, just because of brand quality.

Not currently availbable, apparently. I thought I saw that on newegg a couple days ago too, and then it went away. :confused: Newegg seems to do this kind of thing to me all the time. It's like sticking out a fishing rod with candy on it and making you jump up and down repeatedly. :D
