Which stock GPU cooler design is most quiet ?

I hesitate between different cards but my main criteria is the most silent card, I look at the 6850 and 6870 for example, most of the 6870s have much smaller fans fully encased, while the 6850s have a bigger fans and a more open concept. Which of these are most silent ?
 
i don't know that there are any real significant differences. i would assume that, while keeping each gpu at the same temperature at the same usage, the open fan would be quieter since those fans do a better job of cooling the gpus at the same fan speed (thus they would not require as many rpm to do the same job, making them seem quieter).
