as stated in my sig, i have an E4500 and i have 2 programs to tell me my temperatures and the one i got with my mobo tells me that temperature for my processor idles around 30-37 degrees C and the program SmartGuardian is telling me my computer is idling at 67-68 degrees C

Hmm that sounds rather high.

Try checking the temps in the BIOS, and what thermal compound are you using? What heatsink\fan?

check the bios temps and / or use Core temp, i use it and have had got accurate temps from my CPU

how do i check my temps in bios?

and I'm using a Thermaltake TR2 as my HS and I'm using the thermal compound supplied on the fan

normally when you boot up the computer up you hit delete and it enters the bios.

You hit delete when you see the motherboard / system information come up at the start.
