Which Vid Card is better?

They are pretty close performance-wise, but I believe the 8600gts would pull slightly ahead. Plus the 8600gts is DX10.

I agree, i would get the 8600. But if you have XP there is no use for DX10

My PSU is dual 12v does that mean the amp should be double? Like it has 16 amps on each 12v does that mean that it has 32 amps?

Yes and no, that means it is somewhere below that range.....

Probably not, like mine has 2 12V rails at 20amps each, but only 38 total!
