White screen????!!!

My friend was using his computer and deleted some program entries from the uninstall list with ccleaner and closed steam.....he restarted and got to his desktop and then saw a white screen with wavy colors going across it.....please help!!!!!
 
probably this thing is loading at startup, so no wonder the white screen pops up as you log in, try disabling it from startup, either in normal mode or safe..
