Whole screen not usable?

Just built a brand new computer and everything was fine even after boot and all setups. But about an hour in for some reason now I am missing an inch all around the monitor??? I dont believe I changed any settings but I have an inch around the monitor I cannot regain. What may I have changed to cause this? How can I fix this?
 
anyone??? for the first hour everything was great. Now i have unusable space around the edges where the mouse wont go. I checked resolution its the same. Im not sure if i messed up a setting or something
 
Reinstall the video driver. If that doesn't work then the monitor should have buttons to where you can drag the screen bigger vertically and horizontally.

I'm running Windows 7, radeon 6850 hd card, and using hdmi cable to the monitor. I was reading somewhere that Windows 7 and radeon have had compatibility issues. Once I plugged the hdmi into the monitor I was no longer able to auto adjust monitor or move vertical horizontal. I'll try installing the driver.

Anyone else have any ideas?
