Why can´t I play these games?

Hi, I bought a new computer 2 weeks ago from a local vendor and thought it to be pritty okey. The same day I bought a game to check if it was as good as it seemed. The game was Dawn of War 2http://en.wikipedia.org/wiki/Warhammer_40,000:_Dawn_of_War_II

This game was bought on a Cd but starts via Steam (Valve) so I downloaded it through there. Now my computer has these specs:

Manufacturer: Dell
Model: Insperion 570
Processor: AMD Phenom(tm) II X4 820 2,80 GHz
RAM: 6Gb
OS: Windows 7 Home premium 64bit
Graphic card: ATI Radeon HD 5450 (1024mb, 400mhz (I think),? bit)

Now why does my cumputer lag like hell (doesn´t freeze, just 3-7sec lagg) when i start this relatively low graphic game? Tried to lower graphic but lag persists, though less. Shouldn´t the graphic card be able to handle this or should I buy a new one already? Other games that work: EVE online, Heroes of Newerth, Torchlight (also via Steam), Empire total war (also via Steam). Games that DON´T work: Heroes of Might and Magic 5 (and expansions) here I cant even see the whole screen and rest is blurred, Dawn of War 2.

PS: I have direct X 11, catalyst control center and latest drivers for the card.
I also should mention that I use my Samsung Tv as screen, it´s connected to the computer only via HD cable (HD to HD), the Tv is HD-ready up to 1080i. This hasn´t been a problem with my Xbox 360 that´s connected to the same Tv through the xbox 360Hd cables (somewhat different to the one connecting my computer and Tv screen though). PSPS. The HD cable is almost new. /thank you for reading and pls send suggestions if you have an idea.
 
The HD 5450 is not a gaming card. Especially not at higher resolutions. It's an entry level GPU, that often struggles with DX11. Turn down the graphics some more.
 
Yeah you need atleast a 5770 or so to play games at decent resolutions. A 5450 is weak, only good for HD movies and such, not games at all. Everything else in your setup should be capable of playing just about any game. You just need to upgrade the video card.

Oh, also, can you tell us the specs of the power supply? The wattage, and the amperage on the 12v rail. A 5770 doesn't consume much power, but still those Dell's are known for having crap power supplies.
