Why do I have 2 different IP addresses?

One is an internal address that was assigned by your router on your LAN (probably a 192.168.1.xxx address). The other is your WAN address that your ISP assigned. If you have a dynamic IP address from your ISP, you could probably change your IP, by disconnecting/reconnecting to their network. You can change your internal LAN IP if you like, but you're stuck with whatever your ISP assigns for your WAN.
 
It could be traced even with a proxy. They can including the states. Ive changed to view news or something. It could be traced what ever you change it too. I promise.
Only reason i did it is because i wanted to view news and thats it. Canada is one most all country's i know of are blocked. family was supporting in another country. And finding another proxy that is active is another job.
 
When I first checked my ip address from the link above when I was connected to my router. It was (69.xxx.xx.xxx). Then when I plugged my computer to the cable modem the ip address was (173.x.xxx.xx). Then I connected back to the netgear router and I checked the IP address again and it was the same as before (69.xxx.xx.xxx). I tried turning off the modem and router on and off and nothing changed.
