Why doesn't DVD movie play ?

Previous corporate owner had upgraded from Win Millenium on a Toshiba 2800 Satellite to Win XP -

I am new novice owner . Says that it has Windows Media . Thought that it would play a DVD movie . Will not .

Message reports that a decoder is required . Is this a free Windows internet upgrade or does this require a fee at a computer store ?

I can find 2002 articles that say to purchase one of several brands of decoders for $14.95 each or to opt for a combo package @ $24.95 which also includes an additional software function for music ( I think ) .

What is this all about ?
What to do to gain functionality so can play DVD movies ?

No, you don't need to pay for most/all of the codecs. You can get a good video codec at www.divx.com. It plays most videos.
