Why is CPU speed stuck on fullpower when idle?

I dont think the 'quiet fan' and 'cool and quiet' feature is working for my cpu. (quiet fan is a feature of the mb)
I installed the motherboard utilities, i flashed the bios, but the cpu still remains at 2700mhz when browsing the net and when idle.
I even tried looking for the drivers for my cpu (athlon 64 am2) but i cant find any on amds website, i tried finding the cool and quiet driver from amds website, cant find that too. I tried flashing the bios to the latest version, that didnt help.
I looked into bios, under cpu settings, "Cool & quiet" is set to 'auto', but it doesnt work, and i looked under advanced settings, and "Quiet fan" is disabled, and it wont let me change it. I do have a 4 pin fan on the cpu.
Annoying!!!
My motherboard, is an ASROCK N68-S and the cpu is an AMD Athlon 64 (AM2), my OS is Windows 7 RC

So if both the cool and quiet and quiet fan features dont work in Windows 7, then what methods can i take to stop my comp sounding like a jet engine?
 
umm, maybe speedfan to lower fan speeds, or buy some quieter fans. just watch ur temps to make sure it doesnt overheat
 
What process is using 100% of the CPU?

Open Task Manager, click on the Processes Tab, click on
CPU twice to sort the highest used processes to the top.
