Why is IE7 blocking not letting me open popup windows when i click on a one?

ok popup blocker was enabled but it was set to allow from the chat site i use...its supposed to open a new window when i click on someones name showing their profile but it just makes a sound like preventing me from opening the window! It does this even if i have popup block settings off completely. Wasnt doing this before...

The defaults on IE 7 are much higher then seen with IE 6. But you may have something else besides the security settings like active x controls and other settings hampering you there. Often you can simply right click on any link and choose the open in new window option to see a new window open up for you.
