Ive got a barebones shuttle pc(running XP)and im monitoring its power consumption with a power line meter while in standby mode(69watts). It seems awfully high when i compare it to a similarly spec-ed dell. Can anyone tell me why? (Before entering the sleep state its at bout 90W with no applications running)

You have to take into consideration how accurate your tester is. Also what processor does your computer have and what does the dell have?

1) What line are you testing? Just the PC? The power strip/surge protector with monitor?
2) Is there anything running in sleep mode (ie fans attached to the PSU)
3) Try it in hibernate mode

It's probably more accurate than most peoples' temp sensors.
