why is my date format screwed up??

I cant seem to figure out why my date formate has suddenly went screwy. On this forum it is the "correct way" mm/dd/yyyy. but on other sites and even in Simcity 4 it is showing up dd/mm/yyyy. can some one let me know whats going on?

I tried to go into controll panel> and regional but it was correct

Some games may use the dd/mm/yyyy as it's that format in a lot of places. Most of Europe uses this format for example.
