Why is my monitor blurry?

I have a CRT monitor that has a weird problem.
When I go into a 1024x768 resolution the top of the monitor is blurry and the bottom is clear (sharp). Is there anything i can do to fix this. I am running it at 85hz.
when i go into a lower resolution its fine but i would like it at this resolution.
 
It's likely that your setting or either the resolution or refresh rate to high. Check to see what your monitors default setting should be. If it's a 17" CRT then it's likely the refresh rate is more likely 75Hz.
 
The screen is dieing? Try another screen to cross out the possibility that its your graphics card also.
 
It is not the graphics card because i have just put a new one in.
I have a felling its the monitor.
i was just wondering if there is some way to fix it even if i have to tear it apart =)
