Why Permission for Full Screen Video?

I understand that that I can change certain settings to not asking permission, but WHY?
Is there a security risk in doing so or what is the deal?

I just don’t understand why this is even an issue in the first place.
 
This is to avoid website making you see full screen ads or what not. That way they are sure you chose to full screen it.

Oh! OK now I can understand that. I didn't even think about advertisers and was worried that it might be opening a gateway or something crazything.
