why separate clone software?

I have Windows 7. Noting that there is a "system mirror" function under backup and restore. Why then, would I need any other non-Windows 7 software to clone my hard drive?

I think you may have just answered your own question there. Apologies if that sounds a blunt response but that is what Windows 7 offers. Other OS that do not have this option would need to use a designated cloning software.

Which begs the question: What Windows operating systems do not have the mirror feature?
 
That's like asking why some people use FireFox instead of Internet Explorer or VLC instead of Windows Media Player.
