Why won't an Athlon 2700+ install on my KT4V motherboard?

I have 2 AMD Athlon XP 2700+ CPU's and neither will allow my computer to boot. Assume they are not burned out (the chances are very slim that both are burned). I have a MSI KT4V-L mobo and just flashed the bios to the most recent version which supports up to the 3200+. When I pull out my 2000+ and put in the 2700+, the monitor never displays anything. The harddrive and cd just go active for about 10 seconds, then nothing happens (cpu fan stays on). I have tried resetting the bios via the jumper, what else should I try? Am I missing something here?

Does anyone have any advice? Maybe both procs are burned. They don't smell funny or have any black anywhere. Nobody else who bought from this supplier has received a DOA CPU, although he does warn that it may happen.
