Why wont my new computer boot?

Alright, so first off, here are my specs:

So, I had originally bought this board:

When I went to boot up the first time with the board I just posted above, nothing happened. I knew that my power button was working because the only thing that occurred after attempting to boot up was my PSU started to beep. My initial thought was that the motherboard was shorting out, since I used screws and not standoffs to mount the board to my case, DUH!!! So I returned that board, and purchased the new one, thats listed in my specs.

When I try booting up with this new board, it doesnt turn on. What I get is the code '8.2.' that appears on the POST (Power On Self Test). What it says in the Appendix in the back of my MOBO manual is this:

I'm sorry for the long read, but I'm trying to post as much information as possible to get this computer up and running. I'm not sure why the computer wont boot, because I've built one PC before about a year ago, and I would think its easier the second time.

Well, without using standoffs, it's possible that you could have fried something else along with the mobo. Do you have spair RAM, CPU, and PSU that you can test with?
