Why?

active PFc is my guess, it is weak on the 12 v rail, and it doesnt have 2, so i think its probably a rip off, but there is a -5 volt rail which is uncommon.

what is active PFc? never heard of it.

it regulates the voltage that runs through your psu, so when the alternating current changes the voltage running through the psu stays the same. im pretty sure thats it, active is the best kind of PFC, there is passive too, you can read more about it in psu 101.
