WiFi connection problem

I have a WiFi hotspot that I can connect to, but it does not let me browse the Web. However, I can still download files without any problems. How do I fix this?

I assume this is a public hotspot from a place like Starbucks, McDonald's, etc. right? Generally with public hotspots you need to open a browser first, then you get redirected to a page to accept the TOS. What happens when you open a browser?
 
Actually, this is my personal hotspot I use at home. When I try to go to any website, it just shows "Connecting..." in the corner before timing out.
 
What program do you use to download files? Normally you have to go to a website prior to downloading something. Can you ping sites like google.com or yahoo.com?
