will a desktop with pentium 4 2ghz be good for web surfing with google chrome and watch youtub, or is it going to struggle.

I am talking about this computer here
 
Do yourself a favor and find something that has at least windows 7 and decent specs. Chrome will only support xp until the end of the year. XP is a dead OS now.
 
Absolutely not. Content-heavy sites such as YouTube, will take significant time to load, and will buffer frequently. You also will not be able to play HD videos from most sources. If you got that for free, then maybe, but I have an old Dell with 1GB of RAM, and a P4 2.8 and that thing struggles to even open the start menu on Windows 7.

i have also an old P4 2ghz among my 7 computers and i can get by with just web surfing YouTube and google chrome but with Xubuntu 14.04,but streaming is lousy,if that's gonna be your only computer,please follow everybody's advice and get at least a duo core,you could get a very cheap laptop on a pawnshop, i bought myself an Hp Dv6 1249DX P7350 2 duo core 2ghz cpu 6 gb mem 500 hdd, Win 7, for only 50 bucks,and i can say it's not the best but for the price it does a very fine job on streaming video,and that what you aim for,but not only a good CPU gets you good streaming also your internet speed has the final word on how good your streaming is, you may buy the best most advanced computer but if you have a lousy internet provider your doomed.
