Will it run it?

I'd like to buy Elder scrolls: Oblivion for PC but i'm not sure my PC can run it, I know my video card and RAM (and other specs) are adequate but my CPU is confusing me, its a dual core 1.73ghz, so naturally i assumed that i can't run Oblivion (that requires 2.00ghz minimum), however when i used 'system requirements lab' (search for 'can u run it?' in Google) it said my CPU was 1.73ghz but was rated at 3.89ghz and thus it said i COULD run the game. Is this right??
 
When the game is specifying a 2 Ghz processor is means a single core processor-you have a dual core processor which would run that program fine-dual cores are a lot more powerful than single core processors.
