I have a friend who, according to cpuz, has 2X512mb of PC4300 RAM installed in his Compaq PC. He needs to upgrade to 2GB, but PC4200 RAM is cheaper and more available than 4300, will the 4300 he has be backwards compatible?
Will PC4300 run at PC4200 speeds?

yes. check with compaq to make sure the memory he buys is compatible with the systems motherboard.
