Win 7 64bit from vista 32???

OK here is my issue I am currently running vista 32 bit, and I am trying to put on win 7 ultimate. I am trying to boot my system from a HP DVD1040 external drive that my friend let me borrow ( It is also his "genuine" copy of ultimate). He told me to go into bios and click boot from usb, however when I get into bios ( which sometimes I can and sometimes I can't get into) I don't see an option to boot from usb. Anyone know what the deal is??

Chances are you won't be able to boot from it anyways since the hardware is different, if you can boot you most likely will have to re-activate anyways.
