win 7 stuck on classic mode

So I came back home after being away for a couple days and find that my win 7 computer. Is stuck on classic mode(no, going to personalize to change theme doesn't work because all the other themes are grayed out). Also I have no internet connection in my computer the only thing I learned that happened was that the lights went out in the house. Any suggestions besides reformating? Oh and system resore won't work, comes back with an error about an extension in my google chrome

Was the computer on when the power went out? If so, you may want to check the hard drive for errors by using the hard drive makers disk diagnostic utility. Do you know what brand of hard drive it is?

The computer was on and I can't remember the brand I was to say western digital though

Download the iso for cd and create a bootable cd. Then boot to the cd and run the extended test. You must use burning software that is capable of writing ISO images to a cd. Just don't burn the file to a cd, it won't work. If you have nero, roxio, freeiso burner or IMGburn will work just fine.

another weird thing I noticed is when I do the Services.msc, they are all disabled and evntvwr.msc /s doesn't work, it says its disabled also, not sure if that changes anything. Oh and most of the programs always come up asking if you want to open cause it says its from an unknown publsiher. In the meantime although I am currently attempting the iso image of that link you sent me

I ran the extended test and rebooted pc but it still remains the same
