Win XP Task Bar Problem

I'm not sure what's up. Lately, the task bar items seem to load slow...or sometimes don't load at all. the following are enabled to load during start up...ATI catalyst control for my video card and soundmax audio control. The weird thing is, the load times vary per start up. There are times I won't encounter any problem. everything loads quickly. There are times that nothing seems right. After entering the password on the Win XP welcome page, it stays on the "loading your personal settings" page for approximately a minute, and loads the desktop wallpaper...without anything on it. What causes this? I actually tried re-installing XP but still encounter problems with the task bar items :confused: I have a pretty decent set up so i don't think that my hardware's the issue. This wasn't a problem previously. Help please :eek:

Pentium D - 2.8
Ram - Dual 512 (1 GB)
 
control+alt+delete, in the process tab find explorer.exe and end the process then go to new and add explorer and run it. if explorer is not on the list just new and add another one.
 
tried restarting twice...seems to load faster after removing and adding explorer.exe. apreciate the help man, thank you! still having problems with the ati program though. I just disabled its system tray option.
