Windows XP 2005 computer 2.9G
Cannot open any links from anything including I.E. and e-mail
I have tried to turn off all running programs including my Norton and set the settings in windows to not block pop ups. I even added suite to allow list and still nothing. It has a message on bottom left of screen saying pop up was blocked with the IE symbol. How is it blocking when it's turned off?
I even turned off my google tool bar thinking the pop-up blocker on it was blocking it. Dose anyone have a idea whats going on?

Can you take a screenshot of this the next time it happens and post it here?
From your details, it seems like you took the basic neccessary steps to try and solve it, but it sounds like it can just be spyware creating that pop up.
 
I have been playing with it and now can open most links in IE but none in e-mail through outlook. Also will not open some vidieo links in IE like on www.foxnews.com. The little window in the lower left no longer shows blocking pop-ups . Still confused.
