PIN isn’t available

I am not able to open my HP Envy x360 15in 2-in-1 Laptop, after I enter the BitLocker recovery Key the message read “your PIN isn’t available. Click to set up your PIN again” ,I press “Set up my PIN” but it just back to the same screen, to reset them, I cleared the BIOS TPM, try the Safe Mode with no results. Besides my Microsoft Account doesn’t show this Laptop BitLocker Recovery Key. , I tried the USB Repair Disk Win-11 , I am just running out of options.

Any advice will be appreciated, thanks
