Window Keeps Flashing?

I have windows 7 32 bit...all updates have been installed. Even on my video card. Does anyone know what this might be from? Also if you notice in the video when i try to rename the file it stops for some reason...Help@!

It just keeps flashing then it will quit and start again...it does not flash in mozilla only when i open up a windows window.

are you using a graphics driver from MS? if so id trash it and go to the proper vendor for it...as sometimes MS doesnt implement the hardware properly... it looks like a graphics driver problem but i dont know...mind giving us a list of what hardware/model of computer it is?
 
It is a computer i threw together...i am using the driver disc that came with the video card.

Motherboard: Came From A Gateway GM5626
CPU: INTEL DUAL CORE 2.0ghz
Graphics Card: GT 220
Ram: 4gbs of crucial
PSU: LSP 550
Case: Thermaltake V3 Black Edition
Monitor:eMachines E202H

the motherboard/cpu came from the gateway and i bought everything else brand new
