Windows 10 Creation Tool - PC Specific Files?

Good day!

Upgraded to Windows 10 a while back by using the Creation Tool for a bootable USB drive. I've got an old desktop computer I'd like to upgrade to Windows 10 as well and was wondering if I could use that same bootable USB drive I used earlier, for this different machine? Reason for asking is because I'm not sure if this Creation Tool is fetching PC specific files from the Microsoft servers that perhaps won't work (as efficiently) on the machine to be upgraded.

Second question. The bootable USB drive was made a month ago. Would it be worth to just make a new one in case of updates? (Or are these updates retrieved after installing Windows 10?)

*You may suggest to just upgrade from Windows 7 to 10 which I will do initially for activation purposes, after which I'd like to do a clean install.
 
It is usable however you wont be able to activate until you upgrade the old machine to 10, activate it and then you can resinstall a clean install
 
The creation tool just gives you an installation ISO. You'd have the most flexibility creating a "Both (32/64-bit)" image, but can use the drive to install W10 on any system.

As above for upgrading 7/8 keys, you'd traditionally have to complete the upgrade process to migrate the key. It looks like MS now supports activating with the standard 7/8/8.1 Windows key within 10, though.
