windows 10 has huge tool bar icons and text

Hi, some how my windows 10 pc has large tool bar icons and text. This is within windows environment and also within applications. E.g plz see the attached screen shot from microsoft office
I searched internet and could not find any concrete answer and would really appreciate any help.

Not sure this will help but this works for me in web pages

Hold [ctl] and use the [+] and [-] kets to adjust size. I don't have windows 10 but it worked in 7 and 8

Thanks for answer. That scales the text, but tool bar remained same
