windows 2000 startup apps

okay my dad has an older windows 2000 machine with a million things in his task manager, and he only has 128mb ram, so I am wanting to eliminate most of it cause it's there from the start up.

what is the windows 2000 equivalent to XPs start/run MSCONFIG because his machine said that directory does not exist?

you have to download and install msconfig on older win2k systems
