Windows 7 64bit sluggish performance !!!

Hi guys, i have a problem with my pc, still something is wrong but i don't know what is the problem so please help me !



- Before in my pc i had Windows 7 64BIT and it was superior with nice performance and yesterday i re-formatted my pc with Windows Vista 64BIT (my mistake), and it's worked very slow like a hell, so i returned back to win7 64bit, but it's not faster like before, so I thought that this format maybe not formatted as well and then i reformatted again with win7 but 32bit disc and then again i got the same performance, so boot time is OK but when i browse/surfing folders, files, explorer...etc is a slightly slower than before.
-My hard drive is new so please tell me something what can i do to get the same performance as before ?


specs:

CPU: Intel Core 2 Duo E7300 2.66GHz
RAM: 4GB DDR3 1066MHz
GPU: ATI Radeon HD 4670 1GB GDDR3
MOBO: ASRock G41C-S Express Chipset
HDD: Hitachi SATA 2 320GB 16MB Cache / 7200RPM
(now running windows 7 64bit, i have scanned with kaspersky 2011, cleaned with booster softwares: tuneup2011, ccleaner, but still i can't get the same performance as before!) THANKS IN ADVANCE IF YOU CAN HELP ME :)
 
Windows Vista and Windows 7 perform the QUICK format method only.So before installing Windows Vista or Windows 7,you need to COMPLETELY FORMAT YOUR ENTIRE HARD DISK DRIVE using special DOS tools for that.I recommend the Kill Disk.You can either boot it from the CD or USB removable media by using Windows 98 system files.Here is the link:

OPTION 2: You can TRY to format your entire HDD using the Recovery Console from the Windows Vista or Windows 7 DVD-ROM disk,but the Kill Disk is a LOT better way to perform this since it also deletes the MBR and so on...

Its worth a try but i have never had a prob with just using quick format.

Btw S.T.A.R.S. every version of windows contains the option for full or quick format, including vista and 7

Me neither,I always do a Quick format.

To the Op,After installing Windows have you downloaded and installed your Motherboard Chipset drivers?
Have you also set your Power management settings to "High Performance" in the control panel?
