Windows 7 Background question

I got a new netbook and it has Windows 7 starter. For the life of me, I cannot figure out how to change the background. I right clicked on the pic and set as background and it won't do anything. I've tried right clicking on the desktop, going through control panel etc with no luck.
 
Try the folowing:
-Right Clcik on desktop
-choose Personalization
-click on Destop background and choose you background image only.
-Because by default Win7 30m in 30m change your destop background
in all the picturas that choose there (the choosen ones have a small correct in left upper corner) so in this case just put that in your image..

That's the problem. Personalize isn't an option in the right click menu. When I go into control panel it isn't an option. I can adjust everything but the background image.
 
Well I did a google search and found you cannot change the wallpaper in Windows 7 Starter. That is unbelievable.
 
It's pretty sad that Windows 95 trumps 7 basic on customization. :confused::confused:

I would've never thought Microsoft would block the changing of a background. What doesn't make sense is I can add a screen saver but not a background image? Why not disable screen savers instead of wallpaper? I thought I was overlooking something so I didn't go to google. I would have never guessed Microsoft would make it impossible to do this.
 
right click on the picture you want to make a background, click "set as desktop background". Works in 7 basic, dunno about starter.
