short and simple,
how do i get to the list that has all of the programs that start in boot up?

You can also check 2 more places.
1 -> "C:\Documents and Settings\YourAccountUserName\Start Menu\Programs\Startup\"

NOTE: This is the location in Windows XP,but in newer Windows operating systems its almost the same ;)

2 -> Go to "Start" -> "Run" or type "Run" in the SEARCH text box if you are using Windows Vista or Windows 7 then open the "Run" program,type "regedit" and click the "OK" button.The Windows registry editor program has opened.On the left side there will be a tree of the all HKEY values.Now go on the following location inside the registry:

"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run\"

Inside of that "Run" section you can see ALL the programs that are starting when Windows operating system starts up.

And of course there is also the third place like TFT already said -> MSCONFIG...

What the above posts didn't tell you is that in Vista and Win 7 the RUN command is turned off. You must enable it first before you can use msconfig.
 
Just press the "Start" menu button and type "msconfig" in the field where it says "Search programs and files" and press "Enter" on your keyboard.
