Windows 7 CPU Issue

I have a Dell Optiplex 745 and when I install Windows 7 it becomes very unstable when both cores are enabled. Would this also happen with Windows 8?

When you say you are enabling both cores, how are you doing it? Its possible that the processor is bad. Not sure if you can even disable the cores on that cpu.
 
Then I would suspect that you have a bad capacitor somewhere. May be hard tracking it down if all of them look ok.
 
OK, I have a friend that should be able to help me find it and help solder the new one on, Thank you. And is it possible for me to run Windows 8 (After fixing the capacitor)? I also plan on upgrading the ram.

Which form factor 745 do you have? I can't say I've seen any issues with them and Windows 7, and I just got a large shipment of them in at work (though they're Core2Duo's). Are the Pentium D machines the only ones suffering from this problem?
