Anyone know of anyway I can redesign the windows 7 GUI?

For example moving the start button to the middle of the task bar and other things like that. Things that are a little more complicated than the options available in personalize.

I'm running a x64 bit windows. I don't understand why they don't add a little program that'll allow you to mess around a little. Have a little more freedom then simply changing colours backgrounds and noises.
 
It's not possible, as far as I know. Maybe there are registry tweaks, but that's dangerous, and maybe there will be a program later this year. But putting the Orb in the center would be cool looking, but impractical. Some people don't want that giant menu invading their personal space. Apple tried to put the Apple menu in the center during the betas for OS X 10.0, but due to a large amount of user complaint, they put it back.
There is, however, a few extra customization options in 7. Go to Control Panel>Personalize>Window Color>Advanced Options?. This will open a window that used to be integrated with the rest of the customization options on all previous versions of Windows, down to 95. You can't change where the Start Menu goes, but you can change a few other things, like window border width and padding, and a few other things.
If you want to relocate the Super Bar, right-click on it and unlock it. Then you can drag it around and position it on any side of the screen. Click "Properties" for more options.
Maybe this helps, but I doubt Microsoft will let you (easily?) change the signature look of Windows.

EDIT: There is a non-free program called WindowBlinds by Stardock. Maybe there is a theme that will do what you want, or you can design your own.
