Windows 7 how-to make keyboard type in another language

I have Windows 7 Pro x64. I don't know Russian, but I'm trying to learn it. I just ordered Russian keyboard stickers from eBay. I found out which letters are supposed to go on each English key, but I don't know how to make it so Windows 7 Pro x64 can switch to Russian typing.

Is there something in Control Panel I configure? I looked around, but I could not figure it out.

(If this should go in a software thread, let me know because I don't want to double-post in different topics unless moderators can delete this or move it there for me).
