Windows 7 Issue

Okay, so here's my story:

Last night, I was doing my usual stuff. Working on websites, reading up tutorials, backing up stuff on my two external hard drives and a flash drive (for school this upcoming year), and I had my external monitor plugged in, to make all of that easier. Well, after backing up everything on my external/portable devices, I turned off my laptop. This morning, I turned it on and every program I opened up gave me the following problem:

That's the first time it's given me that kind of problem when the programs are maximized. I don't know how to fix it. Oh, and that's on my laptop's build in monitor, not the external one. If I have the external one plugged in the windows maximize normally on the built in monitor, but the problem then moves over into the external one. So, I'm assuming it has something to do with the monitors.

Any ideas on how to fix this WITHOUT formatting/reinstalling Windows 7 for the 4th time (a story for another day)?

What happens when you click the restore button in the top right corner?
