Windows 7 not loading completely

I have installed a new WD 1TB hard drive, after having had partitioning problems with the original HD of the same size, this meant that I was not able to see the full available volume but Windows 7 ultimate was operating correctly. Now after installing the new drive of the same spec, with no alterations on this regarding formatting etc, Windows 7 loading doesn't complete fully and gives the message "Windows could not complete the installation. To install Windows on this computer restart the installation" On restarting the same point is reached, where the same message repeatedly occurs and Windows never fully loads. I can't revert to the original drive since I attempted an unsuccessful reformat in DOS.

Is anyone able to offer a clue as to the cause of the problem?

Disconnect all external devices such as printers, external drives. Only have the necessary connected such as mouse, keyboard, memory, monitor, video card if you don't have onboard video. Then try reinstalling.
