windows 7 proffessional

i re installed windows 7 proffessional and now when i hover with the mouse on google chrome on the task bar or anything else a little box doesnt appear how it used to, instead words appear, how do i make it back to the box and when i minus out of a program or open it like google chrome its kinda choppy movement. why are these 2 things how they are right now they werent like that before.

Is the Windows 7 Aero there enabled? The Aero themes are the only ones that show the program boxes.
