Windows 7 SP1 not installed, but says it is

I ran into this problem while trying to install visual studio. SP1 is required. I thought, ok I'll check for updates. Install SP1 update, 7.9mb. Size seems kinda small. Computer is up to date now. Check computer properties, yep, Windows 7 SP1. Try to install visual studio again, says I need SP1.

Next, I try to uninstall SP1 using this guide: http://windows.microsoft.com/uninstallwindows7sp1
"SP1 is not installed" great.

So then I downloaded SP1 from here: https://www.microsoft.com/en-us/download/details.aspx?id=5842
Try to install it. "SP1 is already installed" dang.

Should I just reinstall windows with an iso that has sp1 already?

Are you saying the one I had you downloaded didn't have SP1 included? If not, i'm sorry.

Try these. I'm assuming you need the 64 bit version.

I think I might have been trying to use a version of visual studio meant for windows 8.1. I am using vs connect 2013 now. Thanks for the help again.
