Windows 7 will not me install a program

I have an application that I want to install on my PC that has Windows 7. However, it keeps telling me that the file is potentially harmful and will not let me install it. This is becoming extremely annoying as I know there is nothing wrong with the program, it came from a very reputable source.

I have disabled security Center, that hasn't made any difference. I don't seem to have a problem on any other computer when I have tried installing the application.
 
I had a similar issue with AVG, it wouldn't let me run an installer for a game mod. couldn't do anything with avg to get it to run. I don't run AVG anymore though.
