windows aero and screen tearing

so for the past year i have been trying to figure out why i have had a problem with screen tearing using windows 7 and a 47" tv finally i got a card with v-sync and did not know the aero theme controlled vsync but i guess it does bc no screen tearing on youtube yay!

but strangely enough "v-sync it appears" put google chrome in 480p i can live with it better than tearing but i was wondering if anyone knew why this happens looked on the internet and found nothing
 
Uninstall Google Chrome and resinstall it.

I have found Google Chrome, although a good browser, quite messy with how it lives with other applications. For example it completely messes up outlook.

I would resinstall it and see if that fixes it first.
 
re installed chrome and its still at a lower res internet explorer is also at the lower res as well

funny bc all youtube videos will automatically be pre-selected at 360p but i can choose to watch it at 1080p no problem with no tearing

im kinda thinking thats just the way vsync handles web browsers or at least a GT640 lol maybe its not a powerful enough card to run vsync at a higher resolution?

and i dont think its the tv because i have it in a pc input turns off all video processing it runs just like a monitor

i find it odd lol
