Windows doesn't start

Hello. I really need some help here cause I ran out of ideas.
When I turned on PC, it never came to the 'startin' Windows', but it stucked on the beginning and restarting itself over and over again. So I format it, and it used to work, for 2 times. Now its happenin' the same again, though new OS. It never starts up. Problems with disc or what? Any idea? thanks a lot, and sorry for my lame english=)

i'm fixing that same problem right now on my cousin's computer.
apparently it's a corrupted kernel32.dll file or something:

you have to go into recovery console and get it back.

note: when i tried that fix, i couldn't access the hard drive, i got: an error occurred during directory enumeration. then i followed this:

so i did a: chkdsk /p /r
it took a while, but it just finished checking the disk while i was typing this. i'll let u know how it goes.

edit - u mentioned you formated the drive. then you might just want to check the disk using chkdsk to tag all the bad sectors. or replace the drive altogether.

after chkdsk finished, i was able to boot into the machine. :)
i'll probably save the stuff off it and format the drive.

So I did all and followed those links you gave me, but I stucked where I need to write that kernel.dll or something, above the system32, but it said that nothing is found, and the file is incorrectly written. I've got no ideas what to do on, obviously, I'll need to gave it on repair and Im helpless here. =/
 
You can check your ram. First of all your can you can change your ram slot and unplugged your hard drive cable and then plug it and try to fit all cable correctly and if then your hard disk properly not working then you will check hard disk. if there is any bad sector so there is a problem to load a operating system.
