i forgot the name of the disabler/enable program. something like wfs10.exe or something like that. anyone know?
 
I dont know about which program you are on about, but it's quite easy to do manually, I believe, this taken from this website.

System Key: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
Value Name: SFCDisable
Data Type: REG_DWORD (DWORD Value)
Value Data: 0 = enabled (default), ffffff9d = disabled
