windows firewall doesn't start on start up

It's intermitent but sometimes I get an error pop up that says your firewall is not ON upon startup. Sure enought when I check it, it is OFF. I can't click the button to turn it on. I have to restart the computer to correct the problem. Is this something I could fix myself? Thank you. Frank
 
Start > control panel > administrative tools > services. looks for windows firewall/internet connection sharing, check that it is set to "automatic"
