Windows Home Server Network Over Internet

So im setting up a server to serve files to two locations. I need the users to be able to access the same files and have automated backups of their folders taken. A friend has advised buying Windows Home Server (WHS) to do this for me. I've little knowledge of WHS, all I know is that 10 users can be assigned and it allows for remote access via a www site and windows connector. I'm trying to find out if only the users on the internal network (location 1 connected via router to each other and internet and where WHS server will be) can be set up on WHS or can say 5 users on the internal network be set up, and another 5 users at an external location (location 2 computers connected via router to each other and internet). Will this work, or do all the computers connected to WHS have to be local? Any help much appreciated!

You would like to allow clients external from your network to access particular folders/files as well as allow users internal to access them as windows shares?

A solution is to setup IIS within windows to host the files and folders for external users. Have the folders/files that are shared in IIS to also be shared as a windows share. This will allow people internal on the network to access these items whilst also allowing people to access the same stuff from a remote location i.e...Through the Internet.

Saves having to have a seperate server, and will allow the same functionality as what WHS would have. IIS takes a little bit to get used to, but theres numerous guides online, or this forum if you require further help on getting it set up.

Is this what you're after?
