windows loading problem

I just instaled a new motherboard and a bunch of other things but i left the old harddrive. when xp tries to boot it gives 2 options. start windows or start windows setup. when i hit start windows it begins to load then restarts and then brings up that thing agaim. i hit run xp setup to reformat it and then it says its missing this dll file. i put the windows xp disc and got the same problem. how can i reformat like that?
 
sorry for double post but i really need a reply because i need to be on that machine to do something really important for work.
