Windows ME boot disk

I made a boot disk but when i restart and let is start from the floppy drive to run the utilities and reformat i get a message saying..

remove any other media
please press any key to restart

I've tried to also boot from the ultimate boot CD but i get the error saying.. CD boot failure.
 
is everything else clear of your computer? No cd's in the cd drive or anything? I've had this problem before when I had ME. It could also be a fubar'd floppy. Also, make sure the floppy lock tab is "unlocked" If none of this works then make another boot disk.
 
No there is no cd in the drive and the hard drive is empty. I unlocked the tab still nothing. I also tried different boot disk and still no luck.

Is there any boot disk you can recommend to me?
 
I've tried those boot disk none still work and the boot is already changed to floppy drive. I also switched my floppy drive thinking it was defective and the problem persists.
